In line with the National Education Policy 2020 and the recently developed State Curriculum Framework (SCF) 2025, SCERT Odisha has undertaken the task of developing new textbooks for Classes I to VIII. This significant academic exercise is being carried out under the proactive leadership and strategic guidance of the Director, SCERT Odisha.
The textbook development process is collaborative, inclusive, and rooted in the local context. A wide range of resource persons have been engaged, including experienced school teachers, DIET faculty, and subject experts from secondary and senior secondary levels. Their collective expertise ensures that the textbooks are pedagogically sound, age-appropriate, culturally relevant, and aligned with competency-based learning approaches. The new textbooks aim to enhance classroom engagement, promote critical thinking, and support holistic development among students. The remaining textbooks are in various stages of development and review and are expected to be finalized in a phased manner.
As of now, 12 textbooks have been developed and approved by the State Core Committee after rigorous review and quality assurance processes. This initiative marks a major milestone in Odisha’s journey toward transforming school education in tune with the 21st-century learning needs.
In alignment with the recommendations of the National Education Policy (NEP) 2020, the State Council of Educational Research and Training (SCERT), Odisha, undertook the significant task of developing the State Curriculum Framework (SCF) in the year 2025. This framework aims to contextualize the National Curriculum Framework (NCF) to the specific needs, cultural contexts, and educational priorities of Odisha.
The development of the SCF was carried out under the visionary leadership and guidance of the Director, SCERT Odisha. The process was consultative, inclusive, and evidence-based, involving a series of workshops, consultations, and review meetings at different levels. To ensure quality and national relevance, eminent educationists and national-level resource persons from across the country were engaged in the development process. Their expertise greatly contributed to aligning the SCF with global best practices while preserving Odisha’s socio-cultural ethos and linguistic diversity.
Key thematic areas such as Early Childhood Care and Education (ECCE), Foundational Literacy and Numeracy (FLN), School Education, Teacher Education, and Adult Education were comprehensively addressed in the framework. Inputs were also taken from district-level functionaries, teachers, and academic experts to ensure grassroots participation and ownership.
The SCF 2025 serves as a guiding document for syllabus revision, textbook development, teacher training, and pedagogical transformation in the state’s education system. It is a landmark step towards holistic, learner-centric, and equitable education in Odisha.
SCERT Odisha successfully organized a one-day State-Level Sharing Workshop on PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development) at the Regional Institute of Education (RIE), Bhubaneswar. The workshop aimed to build awareness, share insights, and initiate dialogue on competency-based assessment in the light of the National Education Policy (NEP) 2020.
The event witnessed enthusiastic participation from a diverse group of stakeholders including educationists, school teachers, DIET faculties, parents, and education administrators from across the state. The deliberations focused on the guiding principles of PARAKH, its implications for student assessment practices, and the state’s preparedness to implement reforms in assessment.
Discussions emphasized the need for shifting from rote-based evaluation to competency-based, formative, and holistic assessment methods that foster critical thinking, creativity, and lifelong learning skills among learners. Experiences and field practices from different districts were shared, and participants provided valuable feedback and suggestions for effective implementation. The workshop provided a platform for collaborative reflection and laid the foundation for future capacity-building initiatives and policy actions related to assessment reforms in Odisha.
1.Purpose of the workshop
The purpose of the workshop held at SCERT from 18th July to 20th July 2024 was to review and refine the modules on Social, Emotional, and Ethical Learning (SEE-Learning) that were initially developed during the 5-day workshop on contextualizing the 52 Life Skills of the India Life Skill Glossary. This prior workshop, organized by SCERT Odisha in collaboration with the Piramal Foundation of Education Leadership, took place from 23rd to 27th April 2024 and focused on developing SEE-Learning modules for DIET faculties and Assistant Directors.
A review-cum-reflection workshop on strengthening DIET-CRC Linkage activities was held in a phased manner under the chairmanship of Shri Manoj Kumar Padhy, Director, TE and SCERT from 09.07.2024 to 11.07.2024 in the Conference Hall of the Directorate of Teacher Education and SCERT. All DIET Principals, DIET-CRC Linkage Coordinators from each DIET, the ADEO Academic of all districts, the Pedagogy Coordinators, and all the Officers of SCERT attended the DIET-CRC Linkage Strengthening Program.
The objectives of the workshop:
- To share the best practices adopted through DIET-CRC Linkage and learn from each other’s experience
- To present the six-month plan of action based on the need of the CRCCs for strengthening DIET-CRC Linkage activities
- To develop Learning Outcome based questions for preparing students for NAS 2024
- To share the research findings of the impact of DIET-CRC Linkage on the professional development of CRCCs
At the outset, Ms Lipika Sahu, Assistant Director welcomed everyone and spoke about the objectives of the meeting. As per the agenda, each DIET presented the major activities conducted under DIET-CRC linkage from January – June, the plan of action from July – December, best practices, the report of the Need Assessment of CRCCs, and the research studies conducted on the impact of DIET-CRC Linkage. Discussion and suggestions for improvement followed each presentation. During the last part of the session, Ms Lipika Sahu discussed the experimental project on the use of process-based assessment in Prayogshala schools. In the concluding remark, the Director, TE and SCERT focused on the preparatory activities for NAS 2024, the effective use of classroom observation tool, the conduct of Post SLAS activities, and the Dipstick study in low-performing schools of the block. In his address, he highlighted on improving the quality of the research activities at DIET.

- State Level Achievement Survey(SLAS) was conducted on 22.03.2024 in 3140 sample schools of the state in classes 2,4and 7 in Language ( Odia) and Mathematics. The survey materials have already been prepared and printed and the Field Investigators ( 6908) have been selected.
- The objective of the surevy was to undersand the learning level of the students and design appropriate interventions for improvement in attainment in Learning outcomes and prepare students for National Achievement Survey ( NAS), 2024
- The report of the study is yet to be published.
- The 5-days programme was conducted from 23rd April to 27th April 2024.
- The objective of the programme to build understanding on life-skills for Socio Emotional Learning.
- All 52 life-skills were discussed and some important skills were taken for the module preparation.
- The programme was organized at SCERT Seminar Hall from 12th to 15th March 2024.
- 35 number of teacher educators were oriented in the second phase training with 5 nos. of eminent resource persons having contribution in the field of research. Dr U.N Dash, Dr . S.K Kantha, Dr. Mohit Mohan Mohanty, Dr. G.C Nanda, Dr. Sarat Kantha were the resource persons.
- The rationale of the programme was to build the capacity of the teacher educators on fundamentals of research work in DIETs.
TE and SCERT developed higher order questions based on Learning Outcomes in all subjects from classes 1 to 8 ( 6109) and uploaded in DIKSHA portal for easy access of the Stakeholders . The objectives are to acquaint the teachers with Learning Outcome based higher order thinking questions and to provide academic support to teachers for developing good quality items.

- The Directorate of TE and SCERT has developed the Holistic Progress Cards for the Foundational, Preparatory and Middle stages of school Education and Teacher Guidebook for the use of HPC .
- The Holistic Progress Cards have been provided to all the elementary schools for use on experimental basis during the academic session 2023-2024.
- Progress cards include Physical development, Cognitive, Language and Literacy, Aesthetic, and cultural areas focusing on all-round assessment cycle and aligned with the HPC prepared by NCERT.
- This Directorate has taken several initiatives for popularizing Science and Mathematics among the school students. Observed State Level Science Day on 28.02.2024 and Mathematics Day on 22.12.2023 at the State and District level. Organized State Level Bal Vaigyanik Pradarshini – 2023-24 at Baripada during 5th-7th January, 2024.
- Students along with Guide teachers from 30 districts participated in the Conducted State Level Science Drama ,Seminar, Science Quiz Competition 2023-24(Both Junior & Senior Group).
A three-day capacity build up programme for DIET faculty was conducted at TE and SCERT in phased manner. The programme was focused on linkage between curricular goals, competency, learning outcomes with assessment -the modalities of school based assessment and assessment informed instruction.
- Youth Parliament Competition for 2022-23 was conducted on 06.01.2024 in Indian Red-cross Society, Bhubaneswar.
- The objective of the programme was to strengthen the roots of democracy, inculcate healthy habits of discipline, tolerance of views of others and to enable the student community to have better awareness about the working of parliament.
- The participants from 29 districts were invited for the competition. Shri Upendra Tripathy, Chief Advisor (Education) to Honourable Chief Minister was the Chief guest. After the role play, the prize and certificates were given to the participants.
- A three-day programme with contents covering Google Calendar, Google Drive, Google Sheets, Google Doc, animated PPT, e content development, e assessment – Google Form, Kahoot, Quizzez have been completed. 19 DIET faculties attended the programme in one phase.
- The objectives of the programme were to build the capacity of DIET faculties on integration of appropriate ICT tools in different pedagogical activities and also to create animated contents in different subjects and use those for attainment of Learning Outcomes by the students at elementary level.
- This Directorate was conducted an online assessment on 10.04.2023 through DIKSHA with an objective to identify the training needs of the teachers ( content knowledge, pedagogic skills, digital literacy and mindset). 1,51,386 (Primary and Upper Primary) teachers participated in the assessment.
- The report has been prepared and shared with all stakeholders. Based on the results of TNAT, all DIETs have developed content based pedagogical training module and imparted training to the teachers at district and block level.
- The Objectives of the DIET – CRC Linkage is to strengthen the CRCCs academically to undertake the teacher capacity building programmes through school-based support. –
- Bi-yearly Review -cum- reflection workshop for sustaining and strengthening the mission of the DIET-CRC linkage were conducted by this Directorate in the month of June 2023 and January, 2024.
- All DIET Principals, DIET-CRC Linkage Coordinators from each DIET, the ADEOs(Academic)and Pedagogy Coordinators from all the districts attended the workshop Program in the conference hall of DTE and SCERT. The best practices of each district was shared along with the six month plan of action was presented.
- An Induction Level Training Programme was organized for the 95 newly recruited Teacher Educators of DIETs and BIETs of the State from 11.09.2023 to 17.09.2023 at Regional Institute of Education, Bhubaneswar, Odisha.
- During the programme a diverse set of activities including Yoga, Educational Movie, Field visits to DIETs , OSEPA, TBPM, Mo School including regular lectures by different educationists, administrators and eminent personalities across the state.

- Translation of Odia Textbook into Regional Languages i.e. Hindi, Bengali, Telugu (Class – I to V) and Urdu (Class – V to VIII) and G20 Materials into Odia language
- Vetting of Kui- Odia Bilingual Dictionary and Redesigning Schools Space for Elementary School transformation program, Building Block (BB) games for class-VI Mathematics , Books and Teachers Guide Book and Students Activity Book (06 nos.) (In Odia Language) from Class – VI to VIII under BARNALI
- Development of Manuscript on Word Book and Wall Poster for Class – IV & V.
- The contents for eight Monthly Cluster Level meetings on FLN had been developed at DTE and SCERT.
- The contents had been shared with the DIET Principals in monthly review meeting at TE and SCERT.
- The Principals and DIET faculties were oriented the CRCCs of different blocks and equipped them to lead the sessions in monthly cluster level meeting.
- The capacity build up programmes for DIET faculties on FLN and ECCE were conducted in the Conference Hall of DTE and SCERT.
- The objectives of the programme was to equip the Teacher Educators with the knowledge of Curicular goals, Competencies and Learning Outcomes of NCF- FS and to compare with that of Competencies, Learning Outcomes under the Development Goals given in NIPUN Bharat guideline.
- The workshop was conducted on30th April to 1st May 2024.
- The book “Varnali” was on Gender Equity which prepared by “Break Through” organization requested through OSEPA.
- Sri Dr. Prasanta Kumar Rath, former AD, Dr. Bijaya Kumar Mohanty, Dr. Snehaprabha Mohapatara, Asst. Director and Rukmini Panda acted as Resource Person.

- The NMMS examination was conducted in 259 centres of the State for Class VIII students. Out of 69158 applicants, 64974 appeared the examination in different centres in an offline mode OMR based test.
- 3313 candidates were selected to get the scholarship under NMMS through National Scholarship Portal for the year 2024-25.
- Two Phases three days training programme was organised for DIET faculty from 24th July 2023 – 26th July 2023 (Phase 1) and from 3rd August 2023 to 5th Aug 2023 (Phase 2) at the conference hall of this Directorate respectively.
- In the first phase programme, 45 Teacher Educators/ Sr Teacher Educators (3 persons from 15 DIETs) and Four Resource persons participated and contributed their effort for success of the training programme. In the 2nd phase, forty (40) Teacher Educators/ Sr Teacher Educators and four Resource Persons participated and contributed their effort for success of the training programme .
- The rationale of the programme was to orient DIET faculty members and CRCCs on understanding of designing a comprehensive assessment cycle to improve student learning outcomes.
- Selection of candidates being done through On-line Entrance Test as per NCTE direction.
- Nearly 70 thousand candidates have appeared the on-line test.
- 5634 candidates from merit list have been taken admission to 66 Teacher Education Institutes (DIETs, BIETs, and ETEIs) in the month of July and August 2023.
