About the Department

The NEP 2020 is a comprehensive policy document that outlines the Government’s vision for transforming the education system in India. It aims to provide all students equitable access to quality education, promote innovation, research, and prepare students for the 21st Century. Sustainable and high-quality infrastructure is one of the major indicators to deliver quality education. High quality infrastructure supposed to steer education levels towards a more standardized level and incorporate newer technology for more effective education. Government of India has taken many initiatives for transformation of SCERT and DIETs of Odisha. Implementation of the Strengthening Teaching – Learning and Results of States (STARS) Project is also crucial to the development of the education system in Odisha.

Vision and Objectives

The vision of a “DIET of Excellence” is to become an exemplar center of innovation and educational excellence, which would empower both students and teachers with tech enabled infrastructure. These centers will lead the way in providing quality school education through continuous professional development programmes, innovation, and transformative practices.

  • Providing state-of-the-art classrooms, well-equipped laboratories, and cutting-edge digitized library facilities would improve the learning environment.
  • Enhance ICT and technology tools to enable• creative teaching strategies and individualized learning techniques.
  • Promote use of technology in education to promote a culture• of research and practice.
  • Provide teachers with opportunity for continuous• professional development so they can adjust to contemporary teaching methods.
  • Establish a supportive atmosphere for learning through• provision of adequate infrastructure and technological resources.
  • Promote• networking and collaboration among those involved in education for the purpose of sharing information and mobilizing resources.

Programmes and Activities

DIETs as Centres of Excellence for the year 2023-24

The Ministry of Education, Government of India is providing financial assistant for the upgradation of DIETs as Centers of Excellence so that the DIETs emerge as vibrant and effective institution at the district level for implementation of the National Education Policy, 2020 (NEP, 2020) in conducting and monitoring of Pre-service and In-service Teacher Training, Professional Development of Teachers, Support for DIKSHA, School Level Leadership Training and Academic support through BRCs /CRCs etc.

In this regard, it is decided by the Ministry of Education, Government of India, the DIETs all over the country to be developed as Centers of Excellence (CoE) during the Period from 2023-24 to 2027-28. Accordingly, 12 DIETs of Odisha, DIET Ganjam, DIET Jagatsinghpur, DIET Jharsuguda, DIET Mayurbhanja, DIET Nawarangapur, DIET Dhenkanal, DIET Sambalpur, DIET Angul, DIET Deogarh, DIET Kalahandi, DIET Nuapada and DIET Kandhamal have been selected and approved by the PAB for upgradation as Centres of Excellence in the financial year 2023-24.

Six Major Pillars of DIETs of Excellence

  • Infrastructure and Resource Support facilities includes adequately furnished infrastructure, digitized libraries and labs, hi-tech technological resources, and other facilities required to establishment of a favorable learning environment. It will also provide knowledge, technical tools, and access to educational resources to promote teachers’ professional development and the adoption of cutting-edge teaching techniques.
  • Empowering teachers through continuous professional development in the form of specialized training, workshops, and capacity building programmes for enhancing their pedagogical skills, subject knowledge, teaching methodologies, competencies required for school leadership and management, equipping them to deliver high-quality education effectively.
  • Research and Evidence-Based Practices emphasizes research studies, pilot projects, and innovative initiatives to identify effective teaching methodologies, educational practices, and strategies for addressing local educational challenges.
  • Inclusive Education and Support will work towards addressing the needs of diverse learners, including students with disabilities and special educational needs.
  • Focus on Vocational Education programmes by fostering skill development and thorough vocational training programmes that promote local professions, knowledge, and skills, e.g., local art, music, agriculture, business, sports, carpentry, and other vocational crafts.
  • Collaboration and Networking among educational institutions, government agencies, CSOs, community organizations, and industry experts to create platforms for knowledge sharing, joint initiatives, and resource mobilization to enhance the overall quality of education through collective expertise and resources.

Transforming DIETs into a distinct Teacher Learning Centre

The National Education Policy, 2020 envisions on education system that contributes directly to transforming India into an equitable and vibrant knowledge society by providing high quality education to all. In this context, DIETs have to equip with better infrastructure for conduct of district level academic and teacher capacity building activities as well as providing support to Samagra Shiksha activities and establish the institution as nodal academic institution to provide resource support to all the stakeholders. So, it is planned under STARS Project to set 11 DIETs in the State with all modern facilities like multipurpose auditorium, resource room / learning center for teachers, resource room for inclusive education.

Programme Objectives:
The vision of the project is to strengthen early childhood care and education, foundational literacy and numeracy, development of materials and pedagogic styles aligned to local specific needs, building the capacity of teachers, resource groups, assessing the students progress and provide support, collating the best practices happen across the district and dissemination those with different stakeholders. Multipurpose Auditorium at DIET is planned with following objectives:

  • To ascertain the physical facilities of DIET as a teacher learning centre of district
  • To strengthen the physical facilities and provide material resources for transforming DIETs into a distinct teacher learning centre
  • To enable he teacher educators for developing resourceful material at the DIET level.

Upgradation of SCERT (Infrastructure / Equipment / Building)

SCERT, Odisha was established in 1964 and it is the nodal institution to implement the National Education Policy, 2020 in the state. The institute could broadly categorize the different functions in to the following five major activities: Curriculum and material development, Continuous professional development, research, assessment and technology in accordance with the NEP, 2020. Government of India under STARS project have sanctioned Rs.160.00 lakhs and Rs.100.00 lakhs for SCERT building and SCERT Hostel building.

Programme Objectives:
The vision of the project is to strengthen infrastructure facilities of SCERT, Odisha and SCERT Hostel building. Upgradation of SCERT is planned with following objectives:

  • To upgrade TE and SCERT regarding infrastructure facility
  • To ensure decent work facility at TE and SCERT for functioning of the Assessment Cell, FLN Cell and Curriculum Cell onwards achieving the goals of NEP, 2020

Construction of Multipurpose Auditorium in 11 DIETs of Odisha

Funds allotted for construction of Multipurpose Auditorium for 11 DIETs of Odisha (DIET Koraput, DIET Puri, DIET Angul, DIET Ganjam, DIET Kalahandi, DIET Mayurbhanj, DIET Sambalpur, DIET Nuapada, DIET Khordha, DIET Malkangiri and DIET Kandhamal) @ Rs.150.00 Lakhs each per DIETs. An amount of ₹6,60,00,000.00 (@₹60,00,000.00 per each DIET) has been released and transferred to the concerned Executive Engineer / Superintending Engineer. Construction works is going on with a good speed in all DIETs.
