About the Department
The goal of FLN programme is to ensure universal achievements of the desired learning competencies in reading, writing and numeracy by the end of grade-III by 2025-26. The vision of TE & SCERT for the FLN programme is to make sure that every child at early grade has access to quality education irrespective of their socio-economic background for achieving the basic literacy and numeracy skills.
The dept. has the responsibility of the preparing training modules, training manuals, Workbook, and FLN materials. Besides designing and preparing the materials, it prepares the DRG and BRG for all types of training on FLN.
Vision and Objectives
The purview of foundational literacy and numeracy spreads over Early Childhood Care and Education (ECCE), Special interventions for Balvatika class (3rd year of ECCE), Vidya Pravesh activities for first 3 months of Class I. The innovative approaches especially Jadui Pitara and e-jaduipitara app are also comes under the focussed initiatives of this department.
The objectives of FLN Programme of Odisha
- To develop highly engaging joyful additional materials for students and teachers.
- To built the capacity of the teachers on pedagogy of FLN grades.
- To provide continuous professional development programme for teachers.
- To assess the progress & achievements of the students continuously.
- To generate greater awareness & to garner support of the community for achieving the FLN goal.

Workshop on Development Of Training Mofule On FLN and ECCE
A 5-day workshop has been organised from 07.08.2023 to 11.08.2023 on Development of training module on FLN & ECCE in the Conference Hall of this Directorate.
Objectives
To develop a session plan for 3-day training module for DIET faculties and to design the contents for transacting the sessions.
Key Performance Indicator
In this workshop a total of number of 07 resource persons, 02 technical partners and 03 SCERT personals were engaged in the workshop. The tasks have been distributed among the resource persons. They have developed the content as per their assignments.
A draft module has been prepared which will be reviewed by a group of experts to finalise the module.
Preparation of Contents for Monthly Cluster Level Meeting in 2-day workshop.
A 2-day workshop was held for preparation of contents of Monthly Cluster Level Meeting for the month of June & July,2024 from 27th to 28th May,2024 in the Conference Hall of this Directorate. Total 16 Resource Persons were participated in this workshop.
Objectives
The objective of the workshop was to prepare the contents for two cluster level meeting i.e. for June & July, 2024.
Lesson plans from each subject i.e. for Literacy and Numeracy have been prepared for two Monthly Cluster Level Meetings along with the Non-FLN agenda such as Mukshyamantri Shiksha Puraskar, use of tablets by the teachers, guideline for Monthly Cluster Level Meeting, Monitoring format, Feedback form, Acknowledgement format etc.
Key Performance Indicator
These contents will be shared with the DIET Principals & Faculties to orient the CRCCs and to provide the lesson plans to the teachers for transacting the class after reopening of the schools and to lead the session in the Cluster Level Meeting.
